Quick answer: To tow in New York City you need a DCWP Tow Truck Company License, and DCWP won't issue it without proof of insurance:

  • $200,000 per person / $500,000 per accident bodily injury, $50,000 property damage, and $25,000 on-hook — or $1,000,000 CSL + $25,000 on-hook.
  • A $5,000 surety bond (City of New York as certificate holder) or a $200 Trust Fund enrollment.
  • License: $600 for 2 years incl. 1 truck, $600 per extra truck, $50 inspection per truck; expires April 30 of even years.

Who needs a DCWP tow truck company license?

Any business that moves or removes disabled, illegally parked, abandoned or accident-involved vehicles in the five boroughs needs a Tow Truck Company License from the NYC Department of Consumer and Worker Protection (DCWP). Each driver also needs a separate DCWP Tow Truck Driver License. DCWP inspects your business premises and every tow truck before you can operate.

RequirementOption A — split limitsOption B — CSL
Bodily injury / death$200,000 per person · $500,000 per accident$1,000,000 combined single limit
Property damage$50,000 per accident
On-hook (vehicle in your care, custody & control)$25,000$25,000

Proof DCWP accepts: an insurer certificate dated within 30 days, a declarations page dated within 60 days, or a broker certificate within 30 days plus a notarized broker/agent certification. Source: NYC DCWP Tow Truck Company license checklist.

Our recommendation: go with Option B ($1M CSL). It costs less than it looks, it's the number most commercial accounts and property managers ask for on a COI, and it avoids a re-quote when you land your first contract.

What a real NYC tow program includes (beyond the license minimum)

1. Commercial auto liability

Covers injuries and damage you cause while driving or towing. New York's no-fault law also stacks $50,000 of mandatory PIP on every commercial auto policy — one reason NYC premiums run high. See why NY no-fault drives trucking costs.

2. On-hook coverage

Pays for damage to the customer's vehicle while it's hooked, lifted or on your flatbed. DCWP sets $25,000 as the floor — if you tow luxury cars, SUVs or commercial vehicles, carry more.

3. Garagekeepers legal liability

Once the car is unhooked and sitting in your storage yard, on-hook no longer applies. Garagekeepers covers theft, vandalism, fire and flood for vehicles in your lot — critical if you run impound, police-directed or accident storage.

4. Physical damage on your own trucks

Collision and comprehensive for your wreckers and rollbacks. Financed or leased trucks require it; wheel-lift, flatbed and heavy-duty wreckers are rated very differently.

5. Workers' compensation

New York requires workers' comp as soon as you have employees. Tow work (roadside, winching, heavy lifting) is a high-injury class, so expect carriers to look hard at your safety practices.

6. General liability & umbrella

General liability for your yard and office, plus an umbrella to push limits above $1M for accounts that demand $2M–$5M.

What drives tow truck premiums in NYC

  • Truck type: wheel-lift and light-duty flatbeds rate lower than heavy wreckers and rotators.
  • Work mix: private-property impound, police rotation, accident response, roadside assistance and long-distance transport are all priced differently.
  • Driver records: MVRs and years of tow experience matter more than almost anything else.
  • Loss history: 3–5 years of clean loss runs open the door to better markets.
  • Storage yard: fencing, lighting, cameras and gate controls lower garagekeepers pricing.
  • Borough & routes: Bronx, Brooklyn and Queens highway accident work is heavier exposure than suburban Long Island private-property towing.

Growing into DARP and ROTOW

After holding a DCWP tow license for at least one year, you can apply for the Directed Accident Response Program (DARP) or the Rotation Tow Program (ROTOW). Those programs bring steady volume — and more scrutiny of your insurance. Setting up a clean, correctly-limited program in year one makes that application straightforward.

One submission, done right

Tow risks are placed with a small group of specialty markets. Carriers typically work with the first broker who submits your account — if three agents send the same file, the markets get blocked and your quote slows down. Send it once, complete, to one broker who knows the class.

Does a NYC tow company need a bond?

Yes: a $5,000 surety bond naming the City of New York as certificate holder, or a $200 Trust Fund enrollment.
